Views from non-Flickr viewers

Does the view countr count views only by Flickr members or views to the photo or page overall, even if the viewer doesn't belong to Flickr? I couldn't find an answer, though I'm certain this must have been asked before. Apologies and thanks, if you know..

The view count for a particular photo is increased when the photo's page is loaded. It doesn't matter if it is a Flickr member or not.
